The end of a good...short story is the birthing of the seeds that were at its start and developed through it. The end is in the beginning and vice-versa.
If the quote is too cryptic, he's saying that you start the story with a premise, you develop it throughout the story, and fulfill that initial promise at the end.
Here's an example I thought of:
If the beginning is focused on finding a magic sword because it's the only way to kill the bad guy, then the middle is about the hero finding it and the end is him using it. Don't end with the hero killing the bad guy with a poison he had all along. If you want a story with that twist ending, then make sure the focus at the beginning is killing the bad guy with someone pointing out there is more than one way to accomplish this end.
